Preferably +0LA and no penalty to Con.
And No Lesser Aasimar, I already got a character for that.

Almost everything at LA +0 that gives a Cha bonus has a Con penalty, apart from Lesser Planetouched.

There are a couple of Dragon Magazine races, I believe. There's the Magic Blooded template. I have no idea what a Gruwaar is...but apparently it fits too.

If you're willing to go +1 lA, then there's Aasimar, Catfolk, Dromite, Chaos Gnome, Jaebrin and Mephling (Air, Earth or Fire).

A human or half elf with all three levels in their racial paragon classes get a +2 racial bonus to the ability of their choice. Half elf can even do both.

Spell scales from races of the dragon get a +2 to cha IIRC.

They also get -2 Con. Same with Hellbred (spirit) and Star Elf.

Good call! Although be aware Dragonborn will erase pretty much every special racial quality of the base race.

Unseelie Fey template is LA +0 and grants a Cha boost, I think.

Yep, seems like designers thought any Cha boost had to come with an obligatory Con penalty.

Because it adds it's own. In fact, you would only lose the speelscale's ritual, iirc. Both have the exact same subtype

This one's slightly convoluted, but here's how it goes.


Start with a Half-Giant (http://www.d20srd.org/srd/psionic/monsters/halfGiant.htm). (That's normally LA +1, but we'll address that below.)
As a Giant, you qualify for the Primordial Giant (Secrets of Xen'drik, page 81) inherited template. The template adjusts your scores as follows: Strength –4, Constitution –2, Intelligence +4, Charisma +4.
Complete Psionic has several racial classes, including Half-Giant (page 148). You can take the first level of that class in conjunction with your first level of a regular class, and instead of the usual racial characteristics you gain Constitution +2, Dexterity –2. You don't need to advance further in the racial class. You'll miss out on Strength +2, Powerful Build, power points, and LA +1.
Your stat adjustments at level 1 are Strength -4, Dexterity -2, Intelligence +4, Charisma +4.

That's true - although the Ritual is probably the most interesting thing about the Spellscale race. Still, for purely stat bonuses, it works well for what the OP wants.

Dragonborn Star Elf would be OK as well.

This. You can use it with any of the usual +Cha/-Dex races. It's a good race, too- probably better then most PHB guys in terms of usable abilities.

I'm always surprised Lesser Cansin from Dragon 297 don't get more love. Bonus to Int and Cha with no penalty, resistances, skill bonuses, and Entropic Shield.

True, but OP also specifically didn't want lesser Aasimar - maybe a different lesser Planetouched would be OK.

Also, Dragon Mag material rarely get's as much love as other material, due to relative obscurity, and a lot of people having innate distrust of the material. 1/2 Ogre template, 1/2 Minotaur template and Knowstones seem to be the exception to this rule.

Gloamings from Underdark, despite being LA +2 get a Charisma bonus, the Outsider type (iirc), flight and a few other nifty abilities.

At LA +2, there's also the Orog: +6 Str, -2 Dex, -2 Wis, +2 Cha.

But if you're looking at LA +2, Gloaming is almost certainly a better option.

Draconic Warforged Incarnate Construct with whatever other +1 LA template you like tacked on has +2 charisma at +0 LA.

At LA +2, there's also the Orog: +6 Str, -2 Dex, -2 Wis, +2 Cha.

But if you're looking at LA +2, Gloaming is almost certainly a better option.

If you're looking at LA+2, you want Phrenic template (http://www.d20srd.org/srd/psionic/monsters/phrenicCreature.htm).

Int +2, Wis +2, Cha +4
Power (and thus, Spell) Resistance of 10 + your hit dice
A ton of psi-like abilities over the course of your 20 hit dice.
And 1 power point, enough to take psionic feats and have a psionic focus.
