I very much like the racial paragons found in the UA, but sadly it's lacking in creatures found outside of the PHB, so.... here's some for the more exotic creatures.

Class Features
All of the following are class features of the Spellscale paragon class.

Weapon and Armor Proficiency
Spellscale paragons are proficient with all simple weapons, but no armor or shields.

Spells per Day
At 2nd and 3rd level, a Spellscale paragon gains new spells per day as if she had also gained a level in sorcerer. She does not, however, gain any other benefit a character of that class would have gained. This essentially means that she adds the level of Spellscale paragon to her level in sorcerer, then determines spells per day and caster level accordingly.

If a Spellscale paragon has no levels in sorcerer, this class feature has no effect.

Dragonsight
A Spellscale paragon taps into his dragon ancestors to increase his vision. He gains Darkvision 60'

Improved Blood Quickening
As his connection to his race and ancestors depends the Spellscale paragon finds it easier to honor the dragon dieties. He is able to gain the benefit from two of them instead of one, as long as the two dieties are within one alignment step from eachother.

Ability Increase
At 3rd level, a Spellscale paragon's Charisma score increases by 2 points.

1st off - No paragon dead levels. They shouldn't exist.

2nd - No full spellcasting. Two levels of spellcasting is OK, but all three basically means any Spellscale Sorcerer would take it without consideration (Sorcerer is all dead levels, after all). Go with 2/3 Spellcasting.

Need to boost racial skill bonus, as well as racial flavor terms. Good start, I'd like to see Improved Blood Quickening, but it needs something at 1st level. Dead levels are bad.

The full spellcasting is meant to make up for the dead level.
