I'm running a game without magic but still wanted a bard class. Most suggestions of a spell-less bard seem to get hostile reactions but here is my attempt nevertheless. I'm particularly out of ideas for level 18 so suggestions would be great.

Bardic Inspiration
You can inspire others through stirring words or music. To do so, you use a bonus action on your turn to choose one creature other than yourself within 60 feet of you who can hear you. That creature gains one Bardic Inspiration die, a d6.

Once within the next 10 minutes, the creature can roll the die and add the number rolled to one ability check, attack roll, or saving throw it makes. The creature can wait until after it rolls the d20 before deciding to use the Bardic Inspiration die, but must decide before the DM says whether the roll succeeds or fails. Once the Bardic Inspiration die is rolled, it is lost. A creature can have only one Bardic Inspiration die at a time.

You can use this feature a number of times equal to your Charisma modifier (a minimum of once). You regain any expended uses when you finish a long rest. Your Bardic Inspiration die changes when you reach certain levels in this class. The die becomes a d8 at 5th level, a d 10 at 10th level, and a d12at 15th level.

Song of Rest
You can use soothing music or oration to help revitalize your wounded allies during a short rest. If you or any friendly creatures who can hear your performance regain hit points at the end of the short rest, each of those creatures regains an extra 1d6 hit points. The extra hit points increase when you reach certain levels in this class: d8 at 5th level, a d10 at 10th level, and a d12at 15th level.

Bardic Performance
At 2nd level, you learn to use your skill of performance to further the inspiring of allies or demoralizing of enemies. Performances can sometimes be large, requiring your full attention. Other can be small, requiring little to no extra time to enhance your other bard feature. At 2nd level you learn two performances of your choice. You gain further performances at level 5, 9, 13, and 17. You may also exchange existing performances any time you level.

You have 2 performance points, and you gain more as you reach higher levels, as shown in the Performance Points column of the Bard table. You regain all spent Performance Points when you finish a long rest.

If a target must make a saving throw verse a performance then the saving throw DC is calculated as follows: Performance save DC = 8 + your proficiency bonus + your Charisma modifier.

Performances
The performances are presented in alphabetical order. Any Inspiration Die used as part of a performance must be available in your pool.

Battle Chant
(Requires Bard level 5) You may use an action and spend 4 performance points to give allies within 30 feet a bonus to weapon damage equal to your Charisma modifier. The performance requires Concentration and ends at the start of your next turn.

Crescendo of Victory
(Requires Bard level 9). You may use an action and spend 4 performance points to give allies within 30 feet a +2 bonus to attacks. The performance requires Concentration and ends at the start of your next turn.

Dance of Steel
(Requires College of Valor) You may spend 1 performance point as a bonus action to make an attack with a weapon.

Distraction
(Bard level 5 is required) When an ally has declared an attack you can use your reaction to spend 3 performance points and give the ally advantage on the attack.

Glorious Epic
(Requires Bard level 17). When you give an ally an Inspiration Die on your turn you may spend 10 performance points to also give other allies an Inspiration Die. Only a single die from your pool is used. The number of allies that can be targeted (including the original target) is equal to your Charisma modifier.

Harmless Performer
Use your reaction and spend 1 performance point when an enemy declares you as the target of a melee or ranged attack. The enemy must make a Wisdom saving throw. On a failed save the enemy cannot target you, but may still choose a different target within range.

Healing Inspiration
(Requires Healing Surge rules variant) When you give an ally an Inspiration Die on your turn the ally can use their reaction to immediately use the Inspiration Die and activate their Healing Surge ability. The ally also gets temporary hit points equal to the Inspiration Die.

Improved Combat Inspiration
(Requires Bard level 5, College of Valor) When an ally uses an Inspiration Die for Combat Inspiration, you may use your reaction and spend 2 performance points to let the ally roll the Inspiration Die twice and use the higher result.

Improved Cutting Words
(Requires Bard level 5, College of Lore) When using Cutting Words you may spend 2 performance points to roll the Inspiration Die twice and use the higher result.

Inspire Competence
When an ally is using an ability check but before the ally rolls, you can spend 1 performance point and use your reaction to give the ally an Inspiration Die to be used on the ability check.

Inspire Greatness
When an ally deals and rolls for damage you can use your reaction to let the ally reroll a damage die. You may spend as many points as there are dice, with each die rerolled costing 1 performance point. Each die can only be rerolled once in this way.

Inspire Heroics
When an ally rolls one of your Inspiration Die and dislikes the result, you may use your reaction and spend 2 performance points to let the ally reroll the die.

Inspire Luck
(Requires Bard level 5). When an ally fails a save you can spend 3 performance point and use your reaction to give the ally an Inspiration Die to be added to their save roll.

Inspire Success
When giving an Inspiration Die to an ally on your turn, spend 2 performance points to let the ally use it immediately and roll to save against a condition that can be saved.

Lyric of Protection
(Requires Bard level 9). You may use an action and spend to give allies within 30 feet a bonus to AC. The defense bonus and performance point cost are a number of your choice equal to or less than your Charisma modifier. The performance requires Concentration and ends at the start of your next turn.

Perfect Performance
Spent 1 performance point when making a Perform ability check to get advantage on the roll.

Renewed Inspiration
As a bonus action you can exchange performance points for Inspiration Die. At a cost of 2 performance points per die, you may buy as many Inspiration Die as you choose but your limit is still your Charisma modifier.

Rousing Voice
When an ally within 60 feet makes a death saving throw, use your reaction and spend 1 performance point to give the ally advantage on the roll.

Song of Summons
Use a bonus action and spend 1 performance point to let an ally within 60 feet take a move action using their reaction. The ally must end closer to you than where he started.

Bard College
At 3rd level, you delve into the advanced techniques of a bard college of your choice: the College of Lore or the College of Valor, both detailed at the end of the class description. Your choice grants you features at 3rd level and again at 6th and 14th level.

Expertise
At 3rd level, choose two of your skill proficiencies. Your proficiency bonus is doubled for any ability check you make that uses either of the chosen proficiencies. At 10th level, you can choose another two skill proficiencies to gain this benefit.

Ability Score Improvement
When you reach 4th level, and again at 8th, 12th, 16th, and 19th level, you can increase one ability score of your choice by 2, or you can increase two ability s cores of your choice by 1. As normal, you can’t increase an ability score above 20 using this feature.

Font of Inspiration
Beginning when you reach 5th level, you regain all of your expended uses of Bardic Inspiration when you finish a short or long rest.

Jack of All Trades
Starting at 7th level, you can add half your proficiency bonus, rounded down, to any ability check you make that doesn’t already include your proficiency bonus.

Sculpt Fate
At 11th level, when you fail a saving throw you can immediately attempt the save again. You regain this ability on a short and long rest.

Superior Inspiration
At 15th level, when you roll initiative and have no uses of Bardic Inspiration left, you regain one use.

Endless Performance
At 20th level, when you roll initiative and have no performance points available then you regain 2.

Bard Colleges

College of Lore
Bonus Proficiencies
When you join the College of Lore at 3rd level, you gain proficiency with three skills of your choice.

Cutting Words
Also at 3rd level, you learn how to use your wit to distract, confuse, and otherwise sap the confidence and competence of others. When a creature that you can see within 60 feet of you makes an attack roll, an ability check, or a damage roll, you can use your reaction to expend one of your uses of Bardic Inspiration, rolling a Bardic Inspiration die and subtracting the number rolled from the creature’s roll. You can choose to use this feature after the creature makes its roll, but before the DM determines whether the attack roll or ability check succeeds or fails, or before the creature deals its damage. The creature is immune if it can’t hear you or if it’s immune to being charmed.

Loremaster
At 6th level, you may choose a feat and a bardic performance that you are eligible for.

Peerless Skill
Starting at 14th level, when you make an ability check, you can expend one use of Bardic Inspiration. Roll a Bardic Inspiration die and add the number rolled to your ability check. You can choose to do so after you roil the die for the ability check, but before the DM tells you whether you succeed or fail.

College of Valor
Bonus Proficiencies
When you join the College of Valor at 3rd level, you gain proficiency with medium armor, shields, and martial weapons.

Combat Inspiration
Also at 3rd level, you learn to inspire others in battle.
A creature that has a Bardic Inspiration die from you can roll that die and add the number rolled to a weapon damage roll it just made. Alternatively, when an attack roll is made against the creature, it can use its reaction to roll the Bardic Inspiration die and add the number rolled to its AC against that attack, after seeing the roll but before knowing whether it hits or misses.

Extra Attack
Starting at 6th level, you can attack twice, instead of once, whenever you take the Attack action on your turn.

Deadly Performance
Starting at 14th level, spending a performance point at any time gives you a bonus to melee damage equal to your Charisma modifier. The bonus lasts until your first successful attack or until the end of your next turn.

Thanks for taking the time to look it over.

This looks really cool. I'm not that much of an expert on game balance, but for level 18 I think you may be able to put in 'You can use your Bardic Inspiration as a reaction during an ally's turn' or something like that.

Seconding Miner's point above, and adding a few. The 11th level ability seems underwhelming/unclear. Needs an edit. And you removed Medium Armor Proficiency from Valor? What? Why?

Other than that, it looks like fun. I'll show it to my co-DM and see what he thinks.

Might be doable but will need to review the performances to make sure it doesn't overwrite or break anything.

Agreed about the 11, made a slight change to it. Also for Medium Armor I think I at one point toyed with adding it to the base class but forgot to add it back in to Valor. Will do so now.
