HELP! I Need Epic Binder Rules!

WoTC has deleted all of their previous edition archives.:smallannoyed: There was an article about Epic Binder Rules I was planning to use on there, but, as of Nov. 5, it's gone. It was published in an issue of Dragon Magazine, but I don't know which one.
Does anyone know if the article is somewhere else on line? Or, barring that, know which issue of Dragon it was in?
