Campaign Advice, Spell Combos

I need some advice for achieving a certain set of affects, but my players are on this forum, how can I get the advice I need without them finding out?

This, definitely. Also googling the spell combo helps. Just shove "Mordenkainen's Obnoxious Spell" and "Rary's Obnoxiousness Enhancer" into Google. If you don't know the spells then try "D&D 3.5 obnoxious enhancer" without the quote to see if that brings up a combo.

I'm worried some of my players will find this, but I need to find a way to feed 100k+ refugees.

I was considering using some combination of Create Food and Water and something to allow this to be cast as much as possible? Unless there's some other spell I'm unaware of that create vast quantities of food.
