Unfortunatly the PHBII (which the feat is in) is not covered by the OGL, so we can't give your a full feat description. Suffice it to say it's a feat designed so that people with reach weapons can strike targets inside their blindspot.

From the wizards website:

Short Haft Proficiency with selected weapon, Weapon Focus with selected weapon, base attack bonus +3 Lose reach benefits, attack adjacent foes

Mind you it doesn't have things you might want to know, like how much time it takes to change your range.
Does it really matter though? Is there really any situations where you can't five-foot-step?

now they just need an eberron helps site. that would be made of awesome and win.

Odd, I made a build with the same feat (fighter/sorcerer/spellsword with long spear), but I remember it differently. It had much fewer prerequisites, but it caused a small penalty on attack rolls for attacking adjacent foes.
