Elemental weirds from MM2

Quick question--

Do the elemental weirds really have full sorcerer spell casting or can they only access the cleric domains. The wording is confusing. If they could just access the cleric domains, the spells known/spell array makes no sense and it likewise makes no sense that they could cast as a sorcerer from the domains, but that is the wording.

Their casting is similar to that of true dragons. They cast as 18th level sorcerers, but they can also select spells from a few domains. Unlike true dragons the domain spells are cast as divine spells.

Except if you read the true dragon sections on the domain spellcasting, they can just cast them as arcane spells, like a built in Southern Magician feat, they can't learn them as a sorcerer unless they were already on the list.
