There's a lot of things that would contribute to this. First of all, you have to make the terrasque sit still and listen to you. Would a terrasque be subject to wild empathy? Or would it be diplomacy? In the case of the latter, pumping skills is much easier; in the former, a bit more work is needed.
So wild empathy states that it functions as a diplomacy check, but with alternate modifiers (class level + cha mod + d20). A rushed diplomacy check gives a -10 modifier; assuming you can take 10, this would balance out that roll leaving only bonuses, or assuming the binder vestige Naberius' ability to make rushed checks at no penalty would apply to wild empathy, it would be negated. Would you consider either of these appropriate for wild empathy and an answer this penalty?
Then, with a druid level of one and marshal level of one, you could have these modifiers by level 18:
Charisma bonus: 13 (18 + 4 + 2 (magic blooded) + 6 racial + 6 enhancement)
Marshal bonus: 13
Class: 1 (druid)
Admiral's Bicorn: 5
Nymph's kiss: 2
Handle Animal synergy: 2
Total (discounting roll): 36
This is enough to shift the terrasque from hostile to friendly, based on the given table; this should leave it open to handle animal attempts from the aforementioned wild empathy user. Another question to the community: is the terrasque subejct to handle animal, as per epic usages? It has an intelligence of 3, and the traditional rules have a clause about using it to train a non-animal with an int of 2 or less adding 5 to the DC, but the epic rules add 40 + HD as the DC for using it on a magical beast. Are these separate clauses? I'm a little foggy there.
If handle animal is appropriate, it is very simple to pump the skill to the 88 required (26 charisma + marshal, 21 ranks, 24 competency bonus, 2 nymph's kiss, 5 bicorn, take 10 on roll). Upon doing so, could you train the terrasque to, on a command, fail a will save? And be subject to a wish to do just about anything to it, subject to DM discretion?
If handle animal is not appropriate, it also becomes a whole lot easier. If handle animal is not appropriate, that means it should be subject to other social skills such as diplomacy and bluff. The main difference here is that it would not take a month to convince the terrasque to obey a command. Then, the same question arises: could you convince it not to resist a spell effect?
I have a dream of wishing it absolutely loyal and obedient, to gain the shapechange ability linked to a large pegasus form, and to negate the need for sleep.
