It appears that Shadow Evocation allows one to cast Contingent Scroll without a scroll. Am I correct that RAW this has no component other than those of Shadow Evocation, but can provide a shadow version of any spell of any level?

Arguable; the scroll's a material component which you don't need, but transferring the scrolls power is also the effect of the spell.

On the grounds that we don't need free wishes in the game, in a game I was running I'd say you still need the scroll. YMMV.

Yeah, it's shaky, but I would usually allow it without the scroll at this point.

I can see the difference between RAW and not wanting things like getting Efreeti to grant wishes (of Candles of Invocation). :)

I'd think you could cast it without the scroll, and then it would have no effect. Simply because the effect of the spell is to transfer the power of the scroll. In fact it looks like even the caster level and spell save DC would be that of the scroll, if I'm not mistaken.
