Greetings all,
I am looking for a template that can affect Fey, has no more than +2CR (lower is better) at 20HD. it should be thematically appropriate for a prime material surface (or marine) dweller. It should not hurt a CHA based spellcaster, be worse than -2INT, and must change alignment to some flavor of EVIL. It can come from any WotC setting-generic book (third party, Dragon Magazine, and Dragon Compendium are excluded).
So far Fiendish Creature is the best thing I can come up with.
