Lest the reason is through the reference of OOTS being an adventuring band... but I'm still confused and saying "Huh?" to the rather misplaced and unseen nod.

I believe he's referring to the mention of Rich's last name 'Burlew' when the cabalist placed a curse on Nodwick

Not exactly a nod to OOTS but the spell uses the last names of folks who created comics for Dragon Magizine, including of course Burlew.

I think it's that talk about "assassin guild payments being through the roof". That was why Haley left the assassins guild. Also a nod to the "Mythadventures" series by Robert Asprin (I loved those books).

The caster dude uses Rich's name as part of the verbal component of the spell. The plot and the dialogue have nothing to do with OotS.
