Let's read together (http://www.d20srd.org/srd/variant/magic/itemFamiliars.htm), shall we?

First, you will need:
A character who is at least level 3.
An item worth at least 2,000 gold.
Said item should be usable by the character (i.e. he must be proficient).
Said item must also have a persistent magical effect. I'm pretty sure that having an enhancement bonus (e.g. +1) counts.
So, having a +1 Composite Greatbow, with which your character is proficient, should be sufficient to take the feat.

Now, let's move on. According to the table (http://www.d20srd.org/srd/variant/magic/itemFamiliars.htm#bondingToAnItemFamiliar), your item familiar levels with you. At first level, you can invest XP, skill points, or spell slots. These invested features are not "lost," but simply "assigned" to the item; if you lose the item, or it is destroyed, you lose that which you invested. On the other hand, by investing, you get free boosts, as explained in their respective sections. The item also gains mental scores of 10, 10, and 12, as described; these increase over its life. It gains additional bonuses on subsequent levels.

I don't know what else you feel you need explained. Once again, you should be more specific with your questions.

Just save your group the pain and don't do it.
