oblivion question

this may seem an odd question, but i really cant find it an answer anywhere
if any of you play oblivion, could someone tell me where i can find a weakness to magicka spell?

Well you need to know the spell to make your own so that won't work.

Besides, you don't have to be a leader of Mage's Guild to make your own spells. You just have to be a member of Unseen Arcane University. And it's not like you have to be a mage to do that.
