Any Vancian Magic Skyrim Mods?

I can think of a way you could do it.

Using scripts you could probably make an interface that allows you to have a certain number of scrolls granted to you using "additem.<scroll item number> #" whenever you rest or something. The trick would be making a new set of scrolls for each spell with the IDname of _temp or something (just to call them something else) that you lose at the end of the day by the nature of the script (or maybe just whenever you refresh spells). Then remove all books from the game. Treat flames and healing as cantrips in your mind? Or forcibly remove them from your character with the script. I'm not sure how scrolls work with channeling spells such as flames though (I don't think you can use them for those, so maybe a staff with a limited amount of charges that sells for 0).

Note that enemies wouldn't follow this rule though.

50 - Quadratic Wizard - Vancian Magic grants 2 more spell slots per character level. When you have at least one spell slot remaining, spells are 25% stronger or last 50% longer.

I would consider using Ordinator (http://www.nexusmods.com/skyrim/mods/68425/?), as previously linked, but it takes Alteration 40 to get the "Vancian Magic" perk unless you use console commands to grant yourself the perk.
