The city fell a long time before Soon's gate was destroyed--the swarms of hobgoblins in the streets were kind of the clue there.

I'd argue that the destruction of the gate is the only thing that could save Azure City -- the hobgoblins now have no reason to stay. They'll loot a bit, then head on to Girard's gate.

Exactly. Xykon will just leave, most likely before the nobles' return, if they come back at all. The lack of a gate is their greatest assest now.

Will Fall on my conclusion But!!! OOTS AND SOME PALAdins all the enemy retreat into some place then they plan the attack to Capture back Azure City!Well Good Guys always won.But not the right time.
