Hello, I am fairly new at the DM gig; I have a party of NPCs I want to throw at my PCs (all level 4 moderately optimized), what would you consider this encounter level to be? They burst in on a well-rested PC party after some skill challenge stuff and a chase, so PC resources are probably high except for tangle/slow/trip stuff. The NPC party will retreat if they start to lose badly, this isn't a fight to the death.

Warrior is a 1/2 FP per level class as well as adept.
The Man commoner/hedge wizard 4 is impossible because commoner have nothing to trade for that ACF
commoner is normally of a cr of 1/4 of their HD but if you trade of 0 ACF for acfs then you should probably raise that.
You can also use the simple wizard template maybe(instead of your illegal hedge wizard).
The fact they get some magic gear could also raise CR.

CR 5 seems a safe bet. 4, depending on the PCs.

most of them are CR 1 or 2 opponents (+ eventual modifiers for their tools)and so it is around 5 to 6 if you apply the rules blindly but on the other hand only a team of one level 1 adventurer is going to ever have an issue against them.(unless they are not rudisplorkers)
why: simply run away and since the contact fighters are slower than you they are either going to be far or simply not have the occasion to participate.
The other are ranged but once a little too far they are going to miss like crazy(even more if you get out one shield)
so you run away and either they pursue you and get behind or they split or their ranged fighters shoot at you from far while they slowly move(because of the cost of shooting) and so they will be far from you and so then you can beat up the two ranged guys and then the melee ones are trivial.
If the adventurers lack space it is another story.

Thanks for adding the explanation.

If the adventurers lack space it is another story.
Ah, should definitely have mentioned that, the PCs are going to be starting out stuck in a pocket.

Wait, were you asking for an EL for encountering all of them, or each of them individually?

Encountering all of them, correct.
