Improved Bull rush question

Quick and simple, can a character take improved bull rush without first taking the normal bull rush feat?

There is no normal bull rush feat. Everyone can bull rush. Improved Bull rush(which does require Power Attack) gives you a +4 bonus and negates an AoO.

I.B.R. generally isn't worth taking unless it's for a prereq or you build your character around it. I would suggest combining it with dungeoncrasher fighter, Shock Trooper, and the Knockback feat.
