Latent Awakening
Telepathy [Mind-Affecting]
Level: Telepath 5
Display: Mental (a ticking noise every 0.5 seconds for the duration)[Like the theme of Sylar (https://www.youtube.com/watch?v=73je2IzYTMI) in Heroes :)]
Manifesting Time: 1 Swift Action
Range: Personal
Target: You
Duration: 1 round
Power Points: 9

You force your mind to briefly bring untapped potential to your surface thoughts. Add to your powers known one power of up to second level. You can choose any power you could learn when you gain a level in any of your classes with a power list (but not one of a specific discipline list or class list you do not have access to). If you manifest the power you learn, you must pay twice it's normal cost (subject to the manifester level cap on power points you may spend on any single power).

1. For every three additional power points you spend, the maximum level of the psionic power you learn increases by one.
2. If you spend two additional power points, you may learn any power within the level constraints (including powers from another discipline’s list or even from another class’s list).

The telepathy discipline has the unfortunate issue of not affecting things immune to mind-affecting effects. Illusion in magic has problems with true seeing. However, illusion has shadow evocation (http://www.d20srd.org/srd/spells/shadowEvocation.htm) and shadow conjuration (http://www.d20srd.org/srd/spells/shadowConjuration.htm) (and their greater (http://www.d20srd.org/srd/spells/shadowConjurationGreater.htm) versions (http://www.d20srd.org/srd/spells/shadowEvocationGreater.htm)). These allow access to other schools with certain drawbacks (though it is funny that you can have illusions which are 110% real).

The drawbacks for this power are as follows:

1> It's telepathy discipline specific.
2> It's mind-affecting.
3> It takes your swift action for the round (which means you still can't use some powers (http://www.d20srd.org/srd/psionic/powers/hustle.htm)).
4> You have to spend power points twice to manifest what you want (once on this and once on the power.
5> You manifest the power at half effectiveness (you spend twice what you would normally spend which caps you out at half of the full effect if you knew the power ordinarily).
6> You have to spend extra to get things you couldn't normally get without a feat or such.

The name idea is a blatant ripoff from Latent Awakenings in puzzle and dragons.
