I want to cast Prismatic Sphere and make it permanent. Normally the spell is centered on you, but the sidebar on the PF website says "A prismatic sphere moves with a ship if it is anchored to the ship. Otherwise, it does not move with a ship. ".

So I understand it CAN be cast on an object. I was thinking of perhaps a ring that someone could wear while charging the enemy. I figure anyone who the critter wearing the ring runs into is gonna die.

The thing with the ship can be a bit misleading.
You cast the Sphere, it is centered on _your actual position_ ("on you"). From then on, you can leave the sphere and it stays in the former position.
Now for the ship: You can chose what "level" the Sphere stays on: The ship you are on or the point in space you were in when you cast the Sphere.
That is different from being able to cast it on an object.

So if you would stand a movable object (which might be a ring) you could choose that object to be the anchor point?

If I understand the rulings on this right: Not really. It must be something that could count as an independent "level or plane" in itself. So, a ship, the interior of a bus, the interior of a plane, a gypsy wagon, and so on.
Without that ruling, casting Spheres, Walls and so on on moving "levels or planes" would never work, as that would anchor the wall or sphere on the "primary plane or level" only.
