how much would a +1 mage bane amulet of natural attacks cost for a monk

If you look on the class table, it notes that at 12th level, your unarmored speed bonus is +40ft. That means that, if you're not wearing armor, your speed is equal to your race's base land speed (probably 30ft/round, or 20ft if you're a Small character like a halfling) plus 40ft-- so 60-70ft, depending on your race. But if you put on armor or pick up a moderate load, that bonus disappears and you're back to your base racial speed.

A Necklace of Natural Weapons for fists only would cost 600+the enhancement bonus of a weapon with the same enhancements. Magebane is a +1, so 4600gp total.

On a side note, if you don't mind having robot arms, you should take a look at Eberron's Mighty Arms graft, which allows you to use warforged components, one of which is the Battlefist. Battlefists give improved slam attacks, increase monk's unarmed strike damage dice by one size and can be enhanced as normal weapons, applying to unarmed strikes as well.
