Let's say you have a fire subtype (takes double damage from cold)....and for one reason or another, they took Starspawn, which gives 5 cold resist. Or perhaps they were a fire giant, and are using that sword from Savage species which gives them 20 cold resist...or just using a spell...It doesn't matter the source.

Does the cold resist act first, since they haven't taken damage from the cold which would be multiplied by 2 from the subtype, or is the cold resist that comes to play after all that damage has been multiplied already.

One applies effects like that in the order most favourable to the recipient - so the Resist Applies before the Double Damage.

Cool. Do you know where that ruling comes from?

It's from the FAQs, but the rules for interactions between things like that are quite simple: unless it's a player using cheese, use the order that gives the best results to the recipient.
