What is this spell that is like Summon Monster?

I think it functioned the same except that the summoned creature would remain after the spell ended.
It may have been in some Forgotten Realms book, but I am not sure.

I believe it's called Halaster's Fetch. It's from City of Splendors: Waterdeep. Halaster's Fetch I calls things off the summon monster I list, but it's a 4th level spell.
