When mixing Bard with another caster: For the feature from base class, and the college of lore, is it only based off the available slots at that level for the bard progression

OR if you are a multiclass caster, is it based off your available slot levels of the multiclass spell casting table?

Anything in the Classes chapter uses the class level. A level 6 bard can only cast 3rd spells, "as shown on the Bard table".
