Roy states in this strip that if Durkula leaves room, his vote is null and void:

The meeting place, as we see here, is constrained by arches, according to priest of Odin:

But, here's the kicker. This is Priest of Balder:

Who is seen leaving the Moot in last panel of this strip:

So, by the above, the tie should be already broken, and the world should be exploding right about now? Or did Hel just didn't think straight and didn't call the other gods on that because she was too focused on bringing the demigods so she could gloat some more?

Apparently, the room extends up to the yellow energy field at the boundary, past which the High Priest of Balder shouted.

Hmm. Okay then. Still, why would Priest of Odin call to do something entirely superfluous and superficial if they were already barred from leaving and the boundary set by her was wrong to boot? If she was in charge of the rules, the world would be already dead...

On a side note, if what Roy executes in this strip (http://www.giantitp.com/comics/oots1011.html) is Bull Rush to push priest of Balder aside, that was technically an attack and he should have been executed. Man, they're lucky Hel isn't goddess of rule lawyers :smalltongue:

The phrasing of the speech suggests this is a formal pronouncement of something they all already knew: they can't leave until the voting is done with, and with all this tie-breaking stuff, that's going to take a lot longer than expected. More of a reminder than anything else.
