Obviously, I mean aside from 'DM permission' as a means of bypassing the restriction. So, what solutions does the game provide? For example, assume a Character who isn't Good, who wants to dip Sacred Exorcist without doing the Alignment Two-Step of temporarily converting to Good.

Arguably getting the appropriate alignment subtype works.

The feat Ordered Chaos for a chaotic alignment requirement could work.

As far as I'm aware, there are none. Some classes have built in allowances/restrictions, while others have a specific splat book - entry - whether it's Alternative Class Features/Variant Classes like Paladins of Tyranny, Gray Guard Paladins, restrictions on class features like lawful Barbarians, while others have a non-specific Adaptation, like a Jade Phoenix Mage being opposed by Ebon Phoenix Mages (presumably by replacing the non-evil requisite with non-good requisite).

Failing that, there is the Helm of Opposite of Alignment (http://www.d20srd.org/srd/magicItems/cursedItems.htm#helmofOppositeAlignment), but that does the whole Alignment Two-Step you wished to avoid, and you'd theoretically need another one to turn you back to what you once were, or Wish/Miracle, which are either expensive (8K for the two step, which at ECL7-10 when Sacred Exorcist is usually taken).

Unfortunately, there are no Sacred Exorcists Adaptations. However, this does bring into the inevitable question of why does it only go one way - a Sacred Exorcist is good, can there not be a Profane Exorcist? Replacing the Dispel Evil with Dispel Good, and Turn with Rebuke Undead, Evil Outsiders/Undead Chosen Foe replaced with Deathless and Good Outsiders, which Consecrated Presence becomes Desecrated and is countered by Consecrated etc.

Of course, that is DM fiat, and if dipping, less likely to fly than if you were taking it to say 5th level of more. At the end of the day as well, it's just the mechanics that make the difference to your character. You character isn't a Cleric 5/Evil Sacred Exorcist etc, you are a follower of the divine word of Tiamat, charged with protecting those souls of her followers who have been raised from their eternal slumber in her care and those who have been perveted from their course by a malign spirit of the netherworlds, for example.

A LG Hellbred with the Ordered Chaos feat can count as LG, CG, LE, and CE.

What would the best builds Sith this be?

A LG Hellbred with the Ordered Chaos feat can count as LG, CG, LE, and CE.This is not actually the case. The Hellbred's racial ability only applies to casting [Evil] spells and using Evil magic items.

Ordered Chaos is more of a grey area, as effect is so horribly ill-defined, but it's sketchy at the very least.

You can circumvent the alignment prereqs of Disciple of the Eye and Singer of Concordance if you have the Dragon type, due to auto-qualification cheese.
