Let's assume the DM lets it count as haste for the purpose of Swiftblade (since that...really is what the enchantment is...).

I mean, sure it doesn't actually save you action economy past level 3 Swiftblade (which is actually quite a lot in some campaigns), but it does save you spell slots, or lets you cast haste on others.

EDIT: OK, it was a weapon enchant. I saw some other handbook talking about Speed armor. I couldn't find another reference, so I assumed that was armor enchantment. I also assumed Haste was single target. This sucks in that case.

Just get the 10 rounds boots version.
You have better things to spend the limited amount of things you can enchant your armor with.

That's a weapon enchant, not an armor enchant, and haste is an area effect spell you can cast on multiple people, so I'm unsure where the issue in casting it on others is.

If you're that interested just build some armor like boots of speed.

The weapon enhancement Speed only provides 1 of Haste's 2 benefits that the Swiftblade class is based around themeatically. Expect your DM not to allow your Speed Weapon to qualify you for Swiftblade(also for your DM's sake, quote the more accurate SRD rather than homebrew filled DandDWiki).

However if you DM allowed a Speed Weapon to qualify you for swiftblade without removing/replacing any abilities from the class, then the Speed Weapon allows you to benefit from the 8 of the levels (can't use the 3rd or 10th level ability). Although the Spring Attack feats would suffer from the lack of Haste's +30ft. You would be vulnerable to disarming, but get unlimited 3rd level spell slots compared to the normal entry.

In conclusion: Your DM will not allow it but if they did then you would benefit from taking it to 9th but no further.

It's actually worse. A bunch of the abilities specify that they only work when it's you casting the haste spell so a piece of equipment won't count.
