My question is pretty straightforward, what are the rules, or intent, on changing spells that used to deal d8/level damage and now deal d6/level damage (like horrid wilting). Is there some article with the designers ideas and thought process on this?

I've got nothing official, but if I had to guess it would have likely been some combination of :

(a) we think this spell's average/max damage is too powerful with d8s
(b) it's easier on the players to expect d6 by the truckload, since it's the most common dice shape for other board games, and because other classes like rogues need a lot as well, so there will probably be a lot at the table anyway.
