You have to be dragonblooded to take the sorcerer sub level. But then the sub level gives you the draconic heritage feat, which, besides granting a single skill, mostly just gives you the dragonblood subtype.

Can one simply use draconic heritage as your 1st level feat, get your bonus draconic heritage from taking the sub level, and then retrain the 1st level feat to whatever you really wanted in the first place? Do you think that most DMs would just handwave the redundancy and hassle?

Can a changeling with racial emulation just go straight into dragonblood sorcerer?

I would. (Though Draconic Heritage does serve as a prereq for a bunch of other feats, if I'm thinking of the right one)

By RAW no - you have to choose your Race and then your Class, and then you get your Feat.
No reason you couldn't then retrain your Class into the ACF though - which you could do as you take 2nd level.
You could then retrain the Draconic heritage feat - at the same time - since you now have it twice.
