So my DM recently gave us 18,000 gold to spend on a magic item. I am playing a Swordsage/Monk/Psychic Warrior. Would it be better to go with Necklace of Natural Attacks or a monks belt?

Need more info:

- What other items do you already have
- What level are you
- What sources are available
- What type of campaign
- What's your role in the party
- Who else is in the party

etc

That's an odd build.

Swordsage and Monk AC bonuses don't stack (one requires light armor, the other forbids armor, they can't both be satisfied at the same time). A Monk's Belt will really only net you +1 AC, an average of one or two points more damage per hit, and maybe an extra use of Stunning Fist (if you have that feat).

If the only other option you're considering is a Necklace of Natural Attacks, go with that one. +X to attack and +X to damage is usually going to be more worthwhile.
