Under Eastern Weapons.

The rope dart has a range of 20 ft. Does this mean it has a "range increment" of 20 feet, and the rope that you pull the dart back with is functionally infinite, or does this mean the maximum range is 20 ft? It says nothing in the weapon description.

I would say range increment, but according to PHB you can fire/throw ranged weapons a maximum of 5 range increments, so you'd max out at 100 feet, meaning they have 100 feet of rope

OK. Cool. Thanks. Also, do you threaten with thrown weapons or not?

I don't think so. I'm pretty sure you only threaten with melee weapons

This deceptively complex weapon appears as nothing more than a 12-foot rope with a 6-inch-long, conical metal spike.

Given the flavor description and the way the actual, real world, rope dart works I'd say the intent is for a strict 20' range, even though RAW would be a 20' increment.

I don't see why you couldn't THROW it up to 100 feet. The rope would likely be 20 ft. though.

You can threaten at (very short) range with ISS. (http://www.d20pfsrd.com/feats/combat-feats/snap-shot-combat)

As for the RD itself - intent was probably for 20ft. max, but RAW it's an increment.

Note that you can flurry with it, so monks at least are yanking it back pretty quickly.
