Here is a fun Bladesinger build or, how to have fun with whips.

Race: Elf, High or Eladrin
Class: Wizard
Subclass: Bladesinger
Background: Any
Weapon Proficiency: Whip
Feat: Spell Sniper

Cantrips: Booming Blade, Thunderclap
1st Level: Thunderwave
2nd Level: Shatter

Other spells to taste. Cracking the whip represents the thunder and makes booming blade make sense.

Also can be built from Valor Bard. Just take Booming Blade as a Warlock/Sorcerer cantrip with Spell Sniper. Your race choices also open up with Bard.

They don't get whip proficiency.

MC or a terrible Feat fixes that.

Though I wouldn't go AT...

I would go Warlock (fiend) (blade), so pretty much the do same thing without needing a feat or MC to get prof.

And if MC is allowed I would mix in some Paladin.

Str: 8
Dex: 16
Con: 14
Int: 8
Wis: 12
Cha: 16

HP: 31

Feat: Spell Sniper, Resilence Con

That is if I'm single class, if I can MC I change my mind, I would go Lightning Dragon Sorcerer 6. Tempest Cleric (after picking up a +1 Wis). Then more warlock or Dragon Sorcerer.

Booming Blade + Quicken Lightning Bolt (maximized by cleric if enemy failed their save, at least 48 damage) then I would prance off into the sunset on order to get them to follow me.
