Semicustom Magic Item Crafting

Is it at possible, without trying to haggle a DM, to substitute similiar base items while crafting a magic item. Example. Using a Spear Spikard for Magic of Eberron instead of a shortspear for Rapid Wrath from Ghostwalk?

No. EVERYTHING is at the discretion of the DM. RAW doesn't mean jack if they don't want you to do something.

That being said, there's no real reason why you couldn't make that substitution unless the DM just doesn't want something like the spear spikard in his game.
