Question, why can't Superman or Zatanna, some superhero save Astra? Is she still in Hell?

It's ages back but I'm pretty sure Constantine tricked the demon Bauer into freeing Astra's soul way back

Yep, it was Buer, my mistake. The 'Critical Mass' storyline 'Hellblazer' 91-96

As for the other question Superman is vulnerable to magic and even Zatanna isn't capable of taking on major demon in the heart of Hell
