1. Are there any races but half-giant and goliath that offer powerful build?

2. Does powerful build allow taking feats and prcs that require one to be Large?

3. Does powerful build size with you (through enlarge/reduce spells for example)?

1. According to Lists of Stuff (http://www.giantitp.com/forums/showthread.php?p=20022931#post20022931): halfling paladins can gain a similar ability by taking Wary Swordknight substitution levels (CV), Damaran and Iluskan humans can gain a similar ability by taking the Jotunbrud feat (Rac), Redcaps (MM3) have it naturally, and the Sunken City of Pazar touchstone (Sa) can give it to you temporarily.
2. Generally no, although there may be specific exceptions, such as the Knockback feat (RS).
3. Yes.

There is also the Eneko from Secrets of Sarlona, though they're basically a half-giant offshoot.

3. Yes.Unless they contain language to the contrary, like Mountain Rage (Goliath Barb 1) which says that they "[do] not gain additional benefits on weapon size and grapple checks, since he already has them from his powerful build ability."

1. The Stoneboned Creature template can give a creature Powerful Build. The template can be appplied to any living, corporeal creatue.

2.Not unless the PRC or feat specifically says it allows you to. Races of Stone has some feats that specifically allow this (intended for goliaths), but it won't help you out with other things (like warhulk).

3.Yes. It let's you count as 'one size category larger' for certain purposes. Unless you lose the ability, it should continue to function regardless of your current size.

There's also the Redcap, but since they have a bunch of RHD, and are small, guessing they are not what you're looking for.

If you're just after the ability to wield larger weapons, Strongarm Bracers also do the job.

Diopsid (Dragon Compendium) have something similar to Powerful Build, but the rules are a bit wonky.
