So the character concept he is kinda like a secret police officer his job is to track down spies, terrorist and those threatening the empire on the inside and be discrete as possible. But i'm not sure how to go about what classes and feats to use. The setting is steampunk with both guns and magic. Thanks for the advice!

Sounds like a job for an inquisitor. An investigator would also work, as would a social rogue, or a espionage centered bard.

You need some stealth, sense motive, all the social skills(bluff, diplomacy, intimidate) and some decent mental stats. However, just about any class could be built to accomplish this. Any more details? How do you want to fight? Do you want to be spy vs spy? James Bond? Hardened undercover detective? Counterintelligence? Special forces?

I was think more counterintelligence with a little undercover if necessary. Also is there a way for a Inquisitor to be trained and work for a secular state only with no loyalty to a church?

Okay, so your key skills will be diplomacy, perception, stealth, bluff, disguise, maybe sense motive.

And yes, inquisitors can be devoted to an ideal, just like a cleric can. You can pick a domain appropriate to an ideal-so if you were really devoted to a state or the rule of law, you could take the law domain. Also, inquisitors have access to inquisitions (http://www.d20pfsrd.com/classes/base-classes/inquisitor/inquisitions) that you can pick instead of a domain.

Yeah, you won't get the domain spells, only the powers so some of the inquisitions become viable. For your build, I would consider the Heresy, Imprisonment, Justice, or Order Inquisition.

The knowledge domain and the espionage subdomain would also be applicable to such an inquisitor.

How soon is the game? Ultimate Intrigue (http://paizo.com/products/btpy9j6p?Pathfinder-Roleplaying-Game-Ultimate-Intrigue) is coming out in March (or so) and has a lot of material perfect for this concept (judging by the playtest and associated comments).
