So ive been watching Samurai Jack, and Aku has given me inspiration for a Demon Lord in an oriental setting im making. Mostly he would be focusing on the rapid shape-shifting. The problem is, i dont have enough knowledge of Pathfinder to accomplish this. So here's the restrictions:

1st party material (i may ok 3rd, but 1st is guaranteed)
Be around CR 20
Preferably not be a full caster (yes i know Aku is called a "Wizard" occasionally, but he really only shoots eye laser and transforms)
If at all possible be some kind of Evil Outsider

You might want a Maharaja rakshasa (http://www.d20pfsrd.com/bestiary/monster-listings/outsiders/rakshasa/rakshasa-maharaja), the kingpins of the Rakshasa world. They are native LE outsiders, shapeshift, and while he casts as an 18th level sorcerer, most of the spells are the laser blast/protection type.

You can cut some of the spellcasting for more shapeshifting and size manipulation.

Beast Shape 4 at-will,animals only, obvious flaw prevents him from disguising as a member of that species?

Change Shape and then list his individual forms, mostly just changing up movement modes and natural attacks?

Wildshape as an Xth level Druid?

I think you're good going with Alter Self or an extended/permanent/persistent version of it for the human form he takes.

Didn't Aku turn into a woman to trick Jack into helping him find a maguffin that would have gotten Jack home so he could destroy it?

Y'know, I'd probably go Advanced Shadow Demon Sorcerer 16~ or so.

Yes he did, he also turned into a hermit to do the same thing.

I can't say that I am that familiar with Aku, but in keeping with the eastern, evil outsider theme, you may want to look through the Oni as your base "race," I think it may fit the flavor you are looking for based upon some of the responses.

I would also tend to more Devil than Demon for Aku. He isn't chaotic in any real degree. He is, however, very lawful. He has strict codes he won't violate. He also pretends to play by the rules. (Yes, he cheats, but the rules are still there, none the less.)

Minor point, I know. But the implication of CE just seemed off to me.

(yes i know Aku is called a "Wizard" occasionally, but he really only shoots eye laser and transforms)

He also rips a hole in the space-time continuum (Which in terms of published effects would be either Create Time Gate (sor/wiz 9, Call of Cthulhu d20 p137) or Timereaver (sor/wiz 9, Towers of High Sorcery p50))

For 3.5: Shadow template changeling Swordsage 20 with focus on Shadow Hand and Desert Wind.

If you want PF, then I suggest shadow (http://www.d20pfsrd.com/bestiary/monster-listings/templates/shadow-creature-cr-1)-template changeling (ported over from 3.5) with 20 levels in the harbinger class (http://dreamscarred.com/product/path-of-war-expanded-harbinger/) from Path of War. Focus maneuvers mostly on Veiled Moon and Shattered Mirror for maximum trickiness. You can change out one of the other disciplines for elemental flux if you want eye-beams. You can check out the playtest files here (http://www.giantitp.com/forums/showthread.php?444869-Dreamscarred-Press-Path-of-War-Expanded!-(Thread-VII)), though they're outdated compared to the intermediate product I linked before.
