Looking to build a Master Crafter. My Dm has put us into fronteer land and i want a character that builds cities. There is time to do these things and also starting at lvl 1 LA of 4 or less and ALL Books, Dragon Mags and most cheese is acceptable just post a decent argument FOR it.Thanks in advance

Super-high Int Artificer who pours all of their skill points into various Craft skills and Knowledge: Architecture & Engineering. More specific than that, it would depend on what exactly you're wanting your character to be able to build; short of some ridiculous "can craft anything" character like that one, cities aren't built by one person, because one person isn't skilled enough to know how to build everything (and doesn't have the time to do so anyway).

Be a warforged or otherwise get rid of the need to sleep.
Get enough charisma and ranks in perform (string instruments) to reliably make a DC 18 check.
Spend 13,000gp on a Lyre of Building (http://www.d20srd.org/srd/magicItems/wondrousItems.htm#lyreofBuilding).

Build a small town in days and entire cities in a few weeks.

With LA +4, you can be a spellwarped primordial half-giant for +8 intelligence.

Other than that, crafting is mostly a matter of getting very, very high checks (to speed up build progress), which means you'll want your usual optimization: Item Familiar, guidance of the avatar, custom items of +craft (masonry) and so on.

For magic items, cost reduction is vital, with feats like Legendary ArtisanECS, Extraordinary ArtisanECS, and Magical ArtisanFRCS (taken twice, applied to the first two).

Magic Traps of True Creation, Minor Servitor (Savage Species) or Animate Objects (with a side of Permanency), and Magic Mouth will net you an army of whatever Hardness your heart desires that can do basic manual labor for you. Heck, do it right and the Animated Adamantine/Obdurium bricks will assemble themselves and all get separate saves against enemy spells.

With Minor Servitor you even get sentient free-willed animated objects. One smooth epic Diplomacy check later (and yes as long as you can make the DC you can access the so called epic Diplomacy fanatic effect) and they'll do anything for you. Two more of those and, according to Power of Faerun, they'll even be worshiping your god.

The Runic Guardian from Monster Manual 2 and the Spellsong Nightingale (http://archive.wizards.com/default.asp?x=dnd/cw/20070115a) are both alternatives to magic Traps are Spellstitched undead from MM2(?) and the Spell Clock (http://archive.wizards.com/default.asp?x=dnd/cw/20070312a) (a simpler but more expensive magic trap really).

I always enjoyed the free gold generated by putting Create Water and Water to Acid (Stormwrack) in the Spellsong Nightingale/Runic Guardian. This generates enough permanent real acid that even after accounting for buying flasks/barrels you still make a tidy profit every day.

Now that you can fund your creations it is time to get building. Either hire or be a Planar Shepherd to get access to a Plane with the Fast Time trait and you can get things done up to 10 times faster.
Alternatively you could build sentient Constructs that have craft skills built into them and have them pool their resources to accomplish large tasks relatively quickly.

The Lyre of Building, by all accounts, is what you want for settlement construction. Heck even roads, dams, and sewers become possible with all the man hours of work the Lyre puts out.
Remember though that it can only be played once per weeks so double down and buy yourself a backup Lyre. Then have a Performing Undead or Construct tirelessly play it for you so the work never ever ceases.
