Consider using either potions (reflavoured into candies and/or sweet drinks) or the Shalantha's Delicate Disk spell (from Lost Empires of Faerun) to create your delectables.

Are you familiar with the Shadowcraft Cookie (http://brilliantgameologists.com/boards/index.php?topic=9518.0)? You could make candy versions of that. Beguiler or Sorcerer base for Shadowcraft mage are feasible. The former can either simply subtitute spells and skill ranks for CHA skills, or actually pump charisma (or both).

If this is for Pathfinder, Alchemist with potions/bombs refluffed as cookies etc. (Popping Candy bombs?) would make a lot of sense.

Chocolate cordial cherry bombs?

He may also need some crafting feats to make that elevator of his.

Normal Delicate Disk, as suggested above, can also do that with Spell Thematics, but it gets expensive fast.

Can you use Eberron-specific material (reflavored to fit your world)? If so, look into Black Dog, a PrC from Dragonmarked. It's basically the gold standard for "creating delicious food that maaaaay or may not be poisoned." Doesn't advance casting, but it's still really cool if you're in a campaign that's friendly to it.

I actually already statted him (as a human). This may or may not be useful for you:

Feats+Classes:

William Wonk is a Human Wiz17 with Skill Focus Craft(Candy) (Human), Able Learner (1st), Eidectic Spellcaster (1st), Craft Wondrous Item (5th wiz), Craft Staff (10th wiz), Forge Ring (15th Wiz), Shape spell (3rd) (to not hit Oompa Loompas), Defensive casting (6th) to not trigger AoO, Leadership (9th), Improved Initative (12th), Eschew materials (15th). His machines produce candy that produces magical effects. He usually wont tell you all the effects to make it sound grander.

He has a Staff of power
His coat acts as a Nimble Mithril Feycraft Twilight Banded Mail of Luck +3. It loses Nimble if Wonka dies, Feycraft if his Oompa loompas die, Twilight if his factory is destroyed. Loses luck outside of Wonderland.

His cane definitely has a sword in it. There's no way it's not a canesword. No way.

Taking both Brew Potion and Craft Wondrous Item allows you to brew variant potions that have similar properties, but a different shape. Basically, instead of a potion, you "brew" a piece of candy that functions as a potion when you eat it. This seems like a pretty solid way of making magic candy.

Another good feat would be Spell Thematics (Candy) to make all of your spells appear as candy. Fireball? Exploding spicy cinnamon balls. Resilient Sphere? Deluxe super-strength bubblegum. Levitate? Fizzy lifting drinks. Etc.

I absolutely agree with this idea he does need to be able to use a sword cane.

Both of those are really good ideas. I think that top one is the closest to a alternative idea to make candy that would be easy to infuse tho again makes it an intelligence based class.

Anyone can take Brew Potion. It doesn't rely on any particular ability score.

If you can get your hands on Gremma's Cauldron (5000 GP, Expedition to Undermountain), then even non-casters can brew potions. Actually, if you use the "convert a scroll into a potion" option, then that makes even more sense, as Mr. Wonka could have a collection of "secret recipes" (scrolls) that he can convert into candy, the candy being refluffed potions. Could work up to 9th level spells if you like.

I'm surprised no one has mentioned the Elemental Plane of Candy (http://www.giantitp.com/forums/showthread.php?257417-Elemental-Plane-of-Candy).

You don't need Spell Thematics for that. Any caster can already personalise the visual manifestations of their spells. Not to mention that the feat itself would still be pretty worthless even if things weren't like that.
