So, a wallaby has a maximum light carry capacity of 35 pounds. A bag of holding IV has a weight of 30 pounds.

Would you allow a character with a female wallaby familiar to have a wallaby of holding?

Why not?

If abused in some way, it would be easy for the DM to cause complications based around that very thing. If it is done for a thematic reason or there is justification, go for it. If it is done to break the game, then 'the universe' (I.E. the DM) should just cook up new ways to make that attempt at manipulating the rules without a proper concrete character based reason come back to bite the offending caster.
