It's listed in arms and equip. Under small exotic. Is this a light weapon? Can a medium creature use a medium size one at no penalty?

It's a medium light weapon as it's written, your only penalty would be nonproficiency, because it's exotic.

A 3.0 small exotic weapon would equate to a Medium light exotic weapon in 3.5
