Feat Retraining

Hey guys, I was wondering how you would go about retraining a feat (quest needed/pay someone/etc...).
Also, what feats can you retrain? Can you retrain class abilities (such as the Warblade's Weapon Aptitude, or the Rogue's Evasion) for another feat?
