I feel tired of making an NPC for my game, so I'm checking if someone were willing do it for me.
A lawful neutral human female 10th-level Psion (Nomad), using Core and Complete Psionic Handbook. She's a young adventurer.

Let's see what happens.

Not sure what your power level is for things like WBL or Point buy, but here is something (IMHO) that is fairly tame. Could probably have more/better gear but NPCs actually have a pretty bad budget for WBL:

Force Screen: Invisible disc provides +4 shield bonus to AC.
2) Dimension Swap : You and ally or two allies switch positions.
Ego Whip: Deal 1d4 Cha damage and daze for 1 round.
Concussion Blast: Deal 1d6 force damage to target.
Energy Adaptation, Specified: Gain resistance 20 against one energy type.
3) Body Adjustment: You heal 1d12 damage.
Time Hop: Subject hops forward in time 1 round/level.
Energy Burst: Deal 5d6 energy damage in 40-ft. burst.
Touchsight: Your telekinetic field tells you where everything is.

Thank you, that is just great! Exactly what I wanted! Two questions:
1. The gear is worth 16000 gp, like it should be for 10th-level NPC?
2. The gear's bonuses have been taken into account?

1) The gear is not worth 16kGP. Though if it's all restricted by class/race you can get it very close to 16kGP in raw cost of making, so I suppose it's not that far off point. Fun fact: A +3 Item's Market price is more than what a level 10 NPC should be able to afford in D&D 3.5. I think WBL is more of a guideline like CR. You just have to get it close and then compare it's overall stats with the PCs to see if it's balanced.

2) Yes the gear bonuses have been taken into account. The brackets beside the stats are what the stat are after gear and in both AC and saves there is a breakdown of roughly where the bonuses came from.
