Do binders count as spellcasters for the purpose of allowing them to put ranks into Craft(Alchemy)?

The alchemy rules are stupid anyway. A 1st-level magewright with 3 intelligence can create acid, but a 20th-level rogue who's dedicated his entire life to studying chemistry can't?

Heck, real-world people can do it, and they are 3rd-level experts at most.
