Weapon and Armour Proficiencies: Witch Seekers are proficient with, the Dagger, Quarterstaff, Short sword, Light, Heavy and Hand crossbows and the Spear.

Class Abilities:

Track: At first level the Witch Seeker gains Track as a bonus feat

Knowledge Manipulation: At first level the Witch Seeker learns to turn the knowledge of his enemies against them. A Witch Seeker gains +1 to the save DC of any save he forces an opponent to make for every 5 ranks in Knowledge (Arcana), in addition this gives a +1 bonus to his attempts to Effortless Counterspell and Gesture of Dismissal.

Curtailed Casting: A Witch Seeker may only cast a number of spells per day equal to his level plus his charisma modifier, expending spells slot to use a class ability does not count towards this limit.

Effortless Counterspell: At second level the Witch Seekers constant mental training has allowed him to manipulate magic to prevent others using it more easily than normal men. A Witch Seeker may expend a spell slot of equal or higher level than a spell he is trying to counterspell, rather than having to use the specific spell, he must, however, make a Dispel Check as though he were using Dispel Magic to make the counterspell attempt.

Intimidating Presence: At second level a Witch Seeker has developed a palpable contempt for casters, if he threatens one when they attempt to cast a spell he may make an attack of opportunity regardless of whether they have passed their concentration check for defensive casting.

Mettle: At third level the Witch Seeker has trained his mind and body to shrug off many detrimental magical effects, if he would be partially affected by a spell or ability after succeeding Fortitude or Will save he is instead unaffected

Evasion: At fourth level the Witch Seeker has learned to dodge that which he can not withstand and gains the Evasion class feature

Capture: At fifth level the Witch Seeker gains the ability to quickly capture an opponent once he has them at a disadvantage, if a Witch Seeker manages to pin an opponent in a grapple he may manacle them as a standard action, provided he has a pair of appropriate manacles in his hand or located on his belt.

Counterspell Feedback (Su): A fifth level Witch Seeker has learned that the energy used to power a spell can be turned back against its user, whenever a Witch Seeker counters a spell with Effortless Counterspell he may expend an extra spell slot to have the spell deal 1d4 damage/spell level to its caster, this increases to 1d6 at seventh level and 1d8 at ninth level.

Spell Draining Blow (Ex): At sixth level the Witch Seeker can strike a foe in such away as to cause him to bleed not only his life fluid, but his magical essence, any time a Witch Seeker strikes a class capable of casting Arcane spells the caster must make a will save DC 10+damage dealt or lose a prepared spell or a spell slot, this is spell or slot must be of the highest available level for the caster struck, the Witch Seeker gains a spell slot of the appropriate level, if it is of a level he can castand does not take him above his maximum for the day.

Spell Resistance (Su): At seventh level a Witch Seeker gains spell resistance equal to 15+Class Level

Craft Dampening Manacles: At eighth level any masterwork manacles crafted by the Witch Seeker prevent anyone wearing them from casting spells or using spell like abilities

Natural Order (Su): At eighth level a Witch Seeker gains the ability to counter Spell Like Abilities with his Effortless Counterspell as if they were spells.

Gesture of Dismissal (Su): At ninth level a Witch Seekerhas learned to undo the foul machinations of his foes and may expend a spell slot to attempt to dispel any one magical effect, this works exactly as Greater Dispel Magic, but may only be used against an effect of equal or lower level than the spell slot expended.

Stunning Counterspell (Su): At tenth level a Witch seeker has developed his Counterspell Feedback ability to the point where he can cause the feedback to render a caster insensible and easily subdued, when he uses the Counterspell Feedback ability the target must make a fortitude save DC 15+damage dealt or be stunned for 2d4 rounds.

Personality: Personality among Witch Seekers varies widely, but there are common themes. By far the majority have a strong sense of self loathing as they recognise the evil nature of arcane magic, but are incapable of purgining it form themselves, they therefore use their abilities to ring others to justice, they have a soft spot for spontaneous casters and will often try to convert them. Wizards and others who learn spells deliberately are generally despised by Witch Seekers.

Other Classes: The typical Witch Seeker will not travel with Arcane casters unless they are bound to serve him and submit to be chained at night with Dampening Manacles (whether crafted by him or another of his order), or they are other Witch Seekers. Other than that he will travel with most other classes freely he often finds that having a good number of rogues and capable fighters around can help immensely when dealing with a casters potential protectors whilst he goes after his prey.

Well I didn't really post it to have its fluff examined or I'd have posted the fluff I was wondering if anyon had any thoughts about it mechanically. I'll post the fluff I'm using for it later, not got time now, but it was more the mechanistic side of it I was worried about... why do you need the fluff?
