I don't really know of a reason why they would be different from the standard 3.X goblinoids.

I don't really know of a reason why they would be different from the standard 3.X goblinoids.The goblins are medium sized, but that's just an art choice so they look more threatening, I suspect they're the same otherwise.

Your standard OotS goblin: 13 dexterity, 8 wisdom, wielding a battleaxe, 2d4 gp. Inexplicably medium sized.
Occasionally with class levels: cleric, wizard, rogue, ninja.
Hobgoblins may have access to arcane spells as dancing lights and dancing knights.

Dexterity is listed as 13 in SS&DT. WIS in SS&DT is statted at 8 instead of 9.

And goblins who speak Common have an INT of at least 12.

There's some kind of limitation on goblin Arcane casters in SoD that isn't reflected by stat blocks. Although -2 Int, -2 Cha would account for some of it, we know oots isn't a point buy system (hence Therkla, Roy, Miko and O-chul having stats above the average), so whatever stats we're pulling out of the air (goblins are medium sized, not very fast and seem to do well as clerics) should account for this plot contrivance... I mean *world-building*
