Could a player rage first then use frenzy next round and stack the abilities or do they not stack? He claims they do but I don't think they do.

I've not seen a single instance in which a source of Rage and Frenzy would not be able to both apply. Which specific Rage and Frenzy does this player have available? It usually tells you how they can be used.

Untyped bonuses stack
Typed bonuses of different types stack
Typed bonuses of the same type (say Enhancement bonuses) don't stack

Rage and Frenzy tend to be untyped bonuses, so they would stack.

Assuming we're talking about FB here, CWar pg. 34 - "The effects of frenzy stack with with those from any rage ability the character may have."

In theory, you can have active Battle Fury, Bloodclaw Master's Shifting, Desperate Fury, Feral Trance, Ferocity, Frenzy, Primal Scream, Rage, and White Dragon Lineage - all at the same time

There's nothing to indicate ki frenzy and rage don't stack. Be aware of exhaustion at the end though.

Ki Frenzy gives untyped bonuses, so it'd stack with Rage.

As long as the DM is ok with the obvious alignment restrictions for Sohei (any lawful) and Barbarian (any non-lawful) . . .
