Have fighter get his 4th attack at level 17 instead(when all casters of any type get their max level spell).

The 4th attack is the 'capstone' class feature for a fighter. No other class gets it. Its meant to be really big.

It probably would, but you gotta have something at 20. A big boost to indomitable maybe.

Even still, a 4th attack isn't as big as a 9th level spell, acquired 3 levels earlier by several other classes.

I'd be fine with it, and even add on something else at 20th for the capstone.

It would make dipping out of fighter for a couple levels basically free, but I'm not sure that's a bad thing.

Maybe reroll on all saving throws? It would be good reason to go pure Fighter. And something unique, that only Fighter can obtain.

They kind of already have that with Indomitable. Once per short rest at 9th, twice at 11th, thrice at 17th.

That 4th attack is bigger then you think. If the fighter is optimized they have crazy damage and it's get even crazyer with magic iteams and feats.

I dunno, that's four attacks a fighter can use EVERY SINGLE ROUND. A caster blows their 9th level slot, that's it, they're not using that again for the rest of the day. That makes it much more usable than a 9th level slot that you want to hold onto for when you really, really need it. Meanwhile, the fighter is constantly using his four attacks whenever he decides to do so. He can even bring it up to eight attacks between short rests. EIGHT!
