How would you get this spell at a level appropriate Caster Level if no casters in your party can cast it?

Custom magic items might work, but when you raise their CL their price goes up, and when you level up, the item's CL stays the same. So probably not optimal.

Anyway, how would you go about doing it?

staff+ use magic device to make the staff behave like if you was CL=your check-20
Just be sure to have a high umd.
And it is very cheesy because with the same way you can holy word anything to death.

Do you have access to a level-appropriate NPC? He can imbue with spell ability you with a sanctum greater mighty wallop, though it will be tedious to go back to him every time you need a new one.

Custom Runestaff so long as someone can donate the slot.

Minor Schema might do the trick. Depending on your level, you can buy ahead. A CL 20 Minor Schema of a 3rd level spell only costs 24000gp.
