Why are the spells on the list of extra Sand Shaper spells not at the right levels? Sunstroke is NOT worth a 3rd level spell slot why on EARTH is it listed as a 3rd level?

Bull's Str/Cat's Grace/Bear's End are great to have a level lower but why?

They just... are. It's kind of like how Clerics get Animate Dead one spell level lower than Wizards do.

There are a bunch of spells that are much lower level on some obscure spell lists. Check out a Chameleon handbook or two.
