An amber amulet of vermin: giant wasp (Magic Item Compendium) gets you flight for 1 minute per day basically for 800 gp. Buy a few if you need more.

Item-based, the best answer would be a Cauldron of Flying or a Magic Carpet. Individuals, Boots of Flying or a Cloak of the Bat.

Class-based, either Wizard (air) or VMC Wizard (Air) as that gives at-will fly pretty early.

Edit: A Pegasus is reasonably cheap with 3K for the critter and 1K for the training.

Feathered Wing Grafts are a mere 10k for perma-flight. Might wanna watch out if you're not evil, though.

If you're good, you can just grab an Orb of Mental Renewal and spend a charge to heal your Wis damage when you take it.

Be an unseelie fey. You get flight and some other neat abilities. It might hamper a beatstick's ability to beat face, but it's still pretty dang useful for a LA 0 template.

Assume we're talking about getting flight on pre-existing characters, not generating characters - so race/class options aren't really helpful.

Yeah, Feathered Wings Graft is your best bet for this. Costs 10kgp for evil characters and 13kgp or 13.1kgp if you're neutral or good, respectively, for a Diamond Mind item of Moment of Perfect Mind or an Orb of Mental Renewal.

What's wrong with flying mounts? I believe you can buy a griffon for under 1,000gp. Check the Arms and Equipment guide for other options.

If you don't mind being a bird (like a monk, strong melee or rogue) with 3 naturalattacks instead of using weapons, a "Featherscale cloak" is only 4k (Inner Sea Gods), it'll beast shape 1 you into a bird for 5 min a day (and give +5 to swim, feather fall 1/day, hide from animals 1/day). The fly is only 30' though.

There's also an eagle cloak for 7k that gets you a bird form with full 80' flight, +5 perception when a bird and I think 10 minutes a day that you can use in 1 minute increments.

What about being thrown in the air by the barbarian player? It's cheap and reusable

It's not the easiest or best but my favorite way is to get an aether elemental familiar, have it ride on your back and it can launch you up to 480 ft every turn. You literally can become a barbarian cannon.

In PF, there's a 4K GP item which turns you into a little songbird for 10 minutes, 7/day, the Ring of Seven Lovely Colors (http://archivesofnethys.com/MagicRingsDisplay.aspx?FinalName=Ring%20of%20Seven %20Lovely%20Colors). Infamous because someone figured out how to become unusually dangerous as a consequence of being very small, but it would cripple most characters in combat.
